What It Costs to Build a Custom Home in Jefferson County (Rigby, 2026)

Jefferson County builds price like Idaho Falls builds. What changes the number is the parcel. Rural lots mean a well and septic, and the permitting is quicker than Madison County's. Here's what to budget for.

The short answer

Jefferson County doesn’t carry a location premium. Guardian estimates every home in the Idaho Falls valley on the same per-square-foot basis, from Rigby to Rexburg. Only Teton Valley and Park City get a location adjustment. Here the parcel moves the budget. A lot in town has city services. Many Jefferson County lots are rural acreage, and those need a well, a septic system and longer utility runs.

Permits and plan review

  • Fees. Jefferson County’s fee structure is similar to Bonneville County’s. Guardian budgets $3,000–$5,000 for a building permit on a subdivision lot and $4,000–$7,000 on a rural parcel.
  • Plan review. It usually moves faster than Madison County, which helps when you’re trying to break ground before the season turns.
  • Submittals. The same package every Eastern Idaho county asks for. It’s listed in Idaho building permits by county.

Rural parcels: well, septic and utility runs

Guardian’s working budget ranges for a rural lot:

ItemWorking range
Well, where a rural well is needed$15,000–$25,000
Standard septic system$10,000–$15,000

The septic system is set by the soil evaluation, not by preference. A lot that perc-tests poorly needs an alternative system that costs more. Get the soil evaluation done before you close on land if you can. Distance matters too: every foot between the road and the house is a foot of trenched water, power and gas.

What’s priced separately

Guardian quotes the land separately from the house. Sloped lots, retaining walls, long driveways and rural well drilling are each their own line, outside the per-square-foot number. So are garages over 1,000 sq ft and covered porches over 400 sq ft.
